Penny was born in Iloilo, Philippines, and grew up in Manila. She was employed as a nurse by the Intergovernmental Committee for Migration at the Philippine Refugee Processing Center, where thousands of Asian people passed through to North America and Europe.
Her job was to identify and give medications to people with communicable diseases and to travel and transport patients to their final destination in United States, Canada, or Europe.
Penny married a dentist who also worked in the Refugee Center. While working at the Refugee Camp, Penny and Victor became born again Christians, and the Lord called them to migrate to California in 1987 as missionaries to their people. He later became a Pastor of United Pentecostal Church in San Diego. God blessed their marriage with three wonderful children.
